Minnesota's New CWD Rules for 2026: Rotational Surveillance, Mandatory Testing, and the End of DNR Dumpsters
Chronic wasting disease management in Minnesota looks completely different in 2026. The DNR has scrapped its zone-by-zone approach in favor of a four-year statewide rotational surveillance plan — and along with it, carcass handling rules got a major rewrite.

The Four-Year Rotational Surveillance Plan
The state has been divided into four quadrants. Each year, hunters in one quadrant will be required to have all deer one year old or older harvested during firearms opening weekend tested for CWD.
The rotation:
- 2026: Southwest Minnesota
- 2027: Northwest
- 2028: Northeast
- 2029: Southeast
Why the change? Per the DNR's wildlife disease response coordinator, nearly two-thirds of the state hasn't had a targeted surveillance effort in more than 20 years. Recent CWD detections in new areas — plus endemic status in the southeast core — pushed the agency toward a broader statewide picture.
What Mandatory Sampling Means for You
If you hunt the southwest quadrant this fall, mandatory sampling applies during firearms opening weekend: Saturday, Nov. 7 through Sunday, Nov. 8. Check the DNR's surveillance block map to confirm whether your deer permit area is included.

- Visit a staffed or self-service sampling station
- Get a free mail-in sampling kit — but you must obtain it before Nov. 7, and the sample must be postmarked within 72 hours of harvest
- Use a participating taxidermist in the partner sampling program
One timing rule to remember: sampling must be completed within 24 hours of harvest unless you're using a mail-in kit.
Outside the surveillance block, sampling is now voluntary — even in CWD management zones — and statewide options like mail-in kits, the Partner Sampling Program, and DNR wildlife office appointments remain free.
Carcass Movement Restrictions: Gone
Here's the change hunters will feel most. In past years, a deer killed inside a CWD management zone had to stay in the zone until a "not detected" test came back — or be quartered before the meat left.
In 2026, carcass movement restrictions are eliminated for all CWD management zones. You can take your whole deer home. The trade-off is a new disposal rule. You must dispose of the carcass one of these ways:
- With your refuse hauler
- At a local landfill
- With a meat processor
- Or, if you harvested on private property, you may leave the carcass on that property with the landowner's permission
Note: the quartering requirement still applies to deer harvested outside Minnesota that you want to bring into the state.
No More DNR Dumpsters
Along with the new disposal rule, the DNR is eliminating its dumpster program. Starting fall 2026, DNR-provided dumpsters will not be available for butchering remains. Plan ahead: line up a processor, confirm your hauler takes carcass waste, or locate your nearest landfill before the season starts.
