Minnesota's 2026 Hunting Regulation Overhaul: Every Change You Need to Know Before Opening Day
Minnesota hunters, take note: the 2026 hunting and trapping regulations are out, and the Minnesota DNR isn't exaggerating when it says the changes will affect every hunter in the state. Licenses went on sale August 1, and there's a lot to get squared away before you buy yours.
Here's everything that changed for 2026 — and what you need to do about it.

The Shotgun Zone Is Gone
The biggest headline: the statewide shotgun zone repeal is now in effect. For decades, hunters in southern and western Minnesota were limited to shotguns, muzzleloaders, and handguns during firearms deer season. Starting this fall, all legal shotguns, handguns, and rifles may be used to take deer during firearms seasons in most of the state.
There's one big catch: counties can pass their own ordinances to remain shotgun-only. So far, 13 counties have done exactly that:
- Brown
- Clay (part of county)
- Cottonwood
- Dodge
- Faribault
- Houston
- Jackson
- Kandiyohi
- Nobles
- Pope
- Rock
- Watonwan
- Wilkin (part of county, unchanged from previous years)
Before you hunt, check the county you'll be in. More counties could adopt ordinances, and details are listed on each county's website with links on the Minnesota DNR deer hunting page.

What you need to know:
- Create your online account before buying. If you've ever purchased a Minnesota license before, you'll need your nine-digit MNDNR number (printed on your latest license) to set up your account.
- There are three ways to buy: the new mobile app, online, or in person at a license agent.
- There are three ways to carry your license: paper, PDF, or stored in the app.
- The DNR's advice: buy early this year. Give yourself extra time to get familiar with the system rather than fighting it at the gas station counter on opening morning.
Site Validation Replaces Carcass Tagging
Physical carcass tags are history. In 2026, hunters must validate their harvest at the site of the kill using the mobile app, a paper form, or the ELS system. How you validate and register depends on how you bought your license, so read pages 28–29 of the regulations booklet carefully.
This is a genuine workflow change in the field — if you've tagged deer the same way for 30 years, this is the year to re-read the rules before you pull the trigger.
Deer Permit Drawings Get Friendlier
Two quiet but meaningful changes to drawings:
- Antlerless permit and special deer hunt drawings now use separate preference point systems.
- Hunters can apply for both an antlerless permit and a special hunt in 2026 — previously an either/or decision.
Waterfowl Regs Have Moved
Waterfowl hunters: your regulations booklet no longer exists as a standalone. The DNR merged waterfowl regulations into the main hunting and trapping regulations book, giving hunters a single comprehensive booklet.

- Archery: Sept. 19 – Dec. 31
- Youth / Early Antlerless: Oct. 15–18
- Statewide Firearms: opens Nov. 7 (100 series through Nov. 22; 200 series through Nov. 15)
- Late Southeast Firearms: Nov. 21–29
- Muzzleloader: Nov. 28 – Dec. 13
- Late CWD Season: Dec. 18–20
